Meu applicationContext.xml existe, alguém sabe porque esse erro pode estar ocorrendo?

tente especificar o caminho na mão mesmo assim

<context-param> <param-name>contextConfigLocation</param-name> <param-value> /WEB-INF/applicationContext.xml </param-value> </context-param>
