Erro no spirng-context.xml <tx:annotation-driven />

Boa noite a todos. Estou com um problema no spring-context.xml, já pesquisei na internet e não consigo achar a solução.

O problema é que o componente <tx:annotation-driven transaction-manager=“transactionManager”/> está com o seguinte erro

cvc-complex-type.2.4.c: The matching wildcard is strict, but no declaration can be found for element 'tx:annotation-driven'.

E eu não faço a menor ideia de como resolver. Segue o meu xml.
