Flex + Spring erro no Spring

Segui o tutorial

mas ao executar no netbeans o projeto da o seguinte erro

Acho que o problema esta no aplicationContext que faz a configuração a partir de
arquivos .properties

<context:property-placeholder location="classpath:jdbc.properties" />

No tutorial foi usado o Eclipse no meu caso estou utilizando o Netbeans
